Tech Companies Eye India Amid Escalating Israel-Hamas Conflict

In a potential ripple effect of the ongoing Israel-Hamas conflict, global technology giants with a presence in Israel are contemplating the relocation of their business operations to countries like India or other suitable alternatives, according to industry experts. Firms such as TCS and Wipro from India are also prepared to implement business contingency plans and transfer their operations to India in response to the situation.
Over 500 multinational technology companies, including industry leaders like Intel, Microsoft, and Google, maintain offices in Israel. Some of these offices serve as global capability centers (GCCs) and research and development (R&D) centers, collectively employing over 100,000 individuals. If the conflict continues to escalate, these companies may opt to move their business functions to locations with similar time zones and talent capabilities as part of a business continuity strategy. Additionally, they are exploring alternative destinations in the Middle East or Eastern Europe.
The conflict's short- to medium-term impact on tech services is a growing concern, especially given the safety issues and the potential mobilization of technology sector employees for military service. As noted by Peter Bendor-Samuel, the CEO of IT research firm Everest Group, "Workloads will shift in the short run to offset risk… India and Eastern Europe would benefit if there is a material impact." However, Bendor-Samuel emphasized that the specialized nature of the talent pool in Israel is likely to prevent a permanent shift of tech operations at this time.
Israel holds a strategic position in the tech industry, particularly in the fields of security, R&D, and automotive innovation. Recent events, including a surprise attack by Hamas on Israel, have prompted Tel Aviv to declare war and consider calling up to 300,000 reservists, many of whom are employed in the technology sector. N G Subramaniam, the Chief Operating Officer of TCS, acknowledged the region's growing importance from a cybersecurity perspective and the corresponding increase in requests for enhanced security measures for cybersecurity infrastructure.
Pareekh Jain, an outsourcing expert, suggested that companies might be compelled to relocate their delivery centers and GCCs to other regions if the conflict escalates further and affects technology hubs. Jain added that Israel plays a significant role in providing cybersecurity solutions for major technology firms. Any safety-related escalation could lead these companies to shift these roles for business continuity. Apart from options in the United States and Europe, India stands out as a country with the necessary scale for such work.
As tensions continue to intensify, there is a growing concern that the region's supply chain may face significant disruptions, potentially having far-reaching consequences for the IT and IT-enabled services sector and its associated revenues. Much of Israel's IT services are closely tied to local projects, often commissioned by governmental agencies. Consequently, any such disruptions could threaten the stability of this sector, which plays a vital role in supporting government initiatives and the broader technological landscape of the country. 
In response to these developments, major tech companies are taking measures to ensure employee safety. Google CEO Sundar Pichai confirmed the safety of their employees in Israel, and companies like TCS and Wipro are closely monitoring the situation and have business continuity plans in place.
Several Indian IT firms, including Infosys, HCLTech, and Tech Mahindra, also have operations in the region, but they have relatively minor exposure, accounting for less than 1% of their revenue base. However, if the conflict were to escalate geopolitically, involving other Middle Eastern countries, it could have broader implications for these businesses.
