India has made great strides in higher education in recent years, with a growing number of universities and colleges offering quality education to students nationwide. However, it is concerning that Indian universities do not feature in the top 500 global universities in the SCImago Institutions Ranking -SIR (All subject areas, overall rankings, all sectors, 2023). Interestingly, Microsoft India and the Council of Scientific & Industrial Research are the only two non-academic institutions that have managed to secure a position in the rankings, at 90 and 442, respectively. This raises important questions about the quality of higher education in India and the steps that need to be taken to improve the situation.

One of the primary reasons for the having "ZERO ranking" of Indian universities is the lack of adequate funding and resources. In many cases, Indian universities suffer from underinvestment in infrastructure, research facilities, international library/research database access, and faculty development. This results in a need for more modern facilities and equipment, which impedes research and innovation. Furthermore, the low salaries and limited opportunities for professional development of faculty members in India make it difficult to attract and retain top talent.

Another issue that affects the ranking of Indian universities is the limited research output and impact. Indian universities have traditionally focused on teaching rather than research, resulting in a shortage of high-quality research publications and patents. This is particularly evident in STEM (science, technology, engineering, and mathematics) fields, where Indian universities lag behind their global counterparts.

The Indian education system also lacks an emphasis on interdisciplinary research, which is critical to solving complex problems. This results in limited collaboration across disciplines, leading to a siloed approach to research and teaching.

Additionally, there are significant regulatory challenges that Indian universities face, including bureaucratic hurdles and a lack of autonomy. This hampers their ability to innovate and adapt to changing global trends in higher education.

It is clear that Indian universities must address these issues if they are to improve their rankings in global rankings such as Scimago. Indian universities must invest in modern infrastructure, research facilities, and faculty development to attract and retain top talent. They must also prioritize research and interdisciplinary collaborations to drive innovation and solve complex problems.

Furthermore, regulatory frameworks must be streamlined, and universities must be given greater autonomy to adapt and innovate. The Indian government also needs to increase funding for higher education and provide incentives for research output and patents.

Improving the quality of higher education in India is critical for the country's economic and social development. Indian universities must prioritize research, innovation, and collaboration across disciplines to attract the best talent and drive progress. The road ahead may be challenging, but the long-term benefits will be worth the effort.

As India aims to become a major global player over the next 25 years, it is crucial to recognize the significance of high-quality education in achieving this goal. It is not enough for educational institutions to produce graduates with essential skills and knowledge. Instead, they must go beyond that and drive research and development, empower the country's intellectual and entrepreneurial leadership, and cultivate scientific thinking among the masses.


About SCImago Institutions Rankings (SIR)


Scimago Institutions Rankings (SIR) is a global ranking system that measures the research performance of institutions based on various indicators. The ranking system evaluates institutions based on three main parameters, each with several sub-parameters:


Parameter 1: Research (weightage 50%)


The SIR uses several parameters to evaluate the scientific output of institutions. One of these is Normalized Impact (NI), which compares an institution's average scientific impact to the world average. Normalization is done on a per-article basis, and a score of 1 represents the world average. Another parameter is Excellence with Leadership (EwL), which measures the number of documents in which an institution is the main contributor. 


Other parameters include;

  • Output (O), it is simply the total number of documents published in scholarly journals indexed in Scopus. 
  • Not Own Journals Output (NotOJ), which measures the number of documents not published by an institution in its own journals; 
  • Own Journals (OJ), which measures the number of journals published by the institution; International Collaboration, which measures an institution's output produced in collaboration with foreign institutions; 
  • The International Collaboration (IC) indicator measures an institution's output that was created in collaboration with foreign institutions. This metric is calculated by analyzing an institution's output that includes affiliations with more than one country address;
  • High-Quality Publications (Q1), which measures the number of an institution's publications in the most influential scholarly journals in the world; 
  • Excellence (Exc), which measures the amount of an institution's scientific output included in the top 10% of the most cited papers in their respective fields; 
  • Scientific Leadership (L), which measures an institution's output as the main contributor; 
  • Open Access (OA), which measures the percentage of an institution's documents published in open access journals or indexed in the Unpaywall database; and 
  • Scientific Talent Pool (STP), which measures the total number of different authors from an institution in its publication output during a certain period of time. 

Some of these parameters are size-dependent, meaning they take into account an institution's output relative to its size, while others are size-independent. Some of these parameters were added in the 2019 edition of the rankings.


Parameter 2: Innovation (weightage 30%)

  • Innovative Knowledge (IK) is a parameter that evaluates an institution's scientific publication output cited in patents. This parameter is based on PATSTAT, which is a patent statistics database maintained by the European Patent Office. The size of the institution is taken into account while calculating the IK score.
  • Technological Impact (TI) measures the percentage of the scientific publication output cited in patents. This percentage is calculated based on the total output in the areas cited in patents, including Agricultural and Biological Sciences, Biochemistry, Genetics and Molecular Biology, Chemical Engineering, Chemistry, Computer Science, Earth and Planetary Sciences, Energy, Engineering, Environmental Science, Health Professions, Immunology and Microbiology, Materials Science, Mathematics, Medicine, Multidisciplinary, Neuroscience, Nursing, Pharmacology, Toxicology and Pharmaceutics, Physics and Astronomy, Social Sciences, and Veterinary. This parameter is also based on PATSTAT and is size-independent.
  • Patents (PT) indicate the number of patent applications filed by an institution. This parameter is based on PATSTAT and is size-dependent.

The overall ranking is calculated based on the performance of institutions across these three parameters and their sub-parameters. The ranking system aims to provide a comprehensive evaluation of research institutions worldwide, considering not only research output but also their impact on society and innovation.


Parameter 3: Societal Impact (weightage 20%)

  • The Altmetrics (AM) indicator has two components, PlumX Metrics and Mendeley. PlumX Metrics, which weighs 70%, counts the number of documents with at least one mention on platforms such as Twitter, Facebook, blogs, news, and comments on websites like Reddit, Slideshare, Vimeo, or YouTube. Mendeley, weighing 30%, counts the number of documents with at least one reader on Mendeley's platform. This indicator is size-dependent and was added in the 2019 edition. 
  • Another indicator is the Number of Backlinks (BN), which counts the number of subnets from which inbound links to the institution's website came and is extracted from ahrefs database. This indicator is size-dependent. 
  • Lastly, the Web Size (WS) counts the number of pages associated with the institution's URL according to Google, and it is also size-dependent.
