Kazakhstan Increased its Oil Exports While Bypassing Russia

According to information from industry sources and Refinitiv, Kazakhstan increased its oil exports in the first quarter of 2023, choosing to bypass Russia and reduce its dependency on the latter. 
Although Kazakhstan's oil exports through the Caspian Sea and the Caucasus are not very significant, however, they have seen a substantial increase since Moscow initiated what it refers to as a "special military operation" in Ukraine in February 2022. Earlier, President Kassym-Jomart Tokayev declined to acknowledge the Ukrainian territories annexed by Russia and has made efforts to decrease Kazakhstan's dependency on Russia, which includes their extensive oil pipeline and port systems. According to Reuters, data indicates that the amount of oil transported from Kazakhstan's Aktau port on the Caspian Sea to Baku in Azerbaijan (the primary route that avoids Russia) increased significantly, from 28,875 metric tons in the January-March period of 2022 to 163,436 metric tons during the same period in 2023. Additionally, Kazmortransflot, Kazakhstan's state-owned transportation firm, informed Reuters that an additional 104,000 metric tons of oil were transported to the Baku-Tbilisi-Ceyhan pipeline between January and March.
Furthermore, Kazakhstan provides China with over 80,000 metric tons of oil each month. In the previous year, Kazakhstan exported 1.8 million metric tons of oil through routes that did not involve Russia, an increase of 638,000 metric tons from 2021. Unlike those of Russia, Kazakhstan's oil exports are not affected by Western sanctions, although the sanctions have impacted certain Kazakh goods.

The most significant and lucrative route for exporting oil from Kazakhstan remains the Caspian Pipeline Consortium (CPC), which uses a Russian Black Sea terminal to supply the global market. While CPC's supplies decreased by 1% last year to 51.99 million tonnes, they still comprised more than 80% of Kazakhstan's overall oil exports.
