India Scale Down Goal of 500 GW of Green Energy by 2030

Following the cabinet meeting, an official statement was issued, reaffirming that India's long-term goal is to reach net zero by 2070.

India has decided to scale down its commitment to the United Nations Framework Convention on Climate Change (UNFCC) to build renewable energy capacity equal to 500 gigawatts (GW) by 2030. And, if surplus demand cannot be satisfied by green fuels, India will still have the option to construct new coal-based power plants as part of the overall capacity of 820 GW. In short, it is allowing itself the flexibility of receiving 50 percent of its power from sources other than fossil fuels.

On August 3 (Wednesday), the Union Cabinet approved the most recent version of India's Nationally Determined Contribution (NDC), which will be communicated to the UNFCCC. According to the revised NDC, India has pledged to cut the "Emissions Intensity" of its GDP by 45 percent by the year 2030, compared to the level in 2005, and to achieve approximately 50 percent of its cumulative electric power installed capacity from non-fossil fuel-based energy resources by the same year. The revised NDC also serves as the blueprint for India's transition to cleaner energy sources throughout the years 2021 through 2030. Together with many other government initiatives, such as tax concessions and incentives such as the Production Linked Incentive scheme for promoting manufacturing and adopting renewable energy.

Domestic resources have funded the majority of India's climate measures to date. Nonetheless, under the UNFCCC and the Paris Agreement, developed countries are obligated to provide new and additional financial resources and transfer technology to address the global climate change crisis. Therefore, India will also need its fair share of these foreign economic and technological resources.

NOTE: The NDCs are at the heart of the Paris Agreement on climate change  - "they represent the commitments of each country to reduce greenhouse gas emissions and adapt to climate change."  At the COP26 meeting, which took place in November of last year in Glasgow, India announced to cut its carbon emissions by one billion tonnes by the end of the decade and to generate 500 gigawatts of power from sources other than fossil fuels by the year 2030. In addition, it did not include the commitment to reducing carbon emissions by one billion tonnes by 2030.
