Talks aimed at extending the ceasefire in Gaza have collapsed, with no agreement reached, a Palestinian official revealed to the BBC. This disheartening development comes as the United States pointed fingers at Hamas, accusing the group of presenting "entirely impractical" demands during negotiations held in Qatar. The breakdown in dialogue marks a significant setback in efforts to maintain peace in the region, raising concerns about the potential for renewed violence.
Negotiators had been working tirelessly to chart a path forward following the expiration of the initial phase of a temporary truce on March 1. The United States had put forth a proposal to extend this first phase until mid-April, which included an additional exchange of hostages held by Hamas for Palestinian prisoners detained by Israel. However, according to the Palestinian official, who spoke on condition of anonymity, Israel and Hamas found themselves at odds over critical elements of the deal outlined by US Middle East envoy Steve Witkoff during the indirect talks.
On Saturday, the office of Israeli Prime Minister Benjamin Netanyahu signaled Israel's willingness to persist with negotiations aimed at prolonging the ceasefire. This statement followed a meeting between Netanyahu and his top aides and security officials. The office indicated that this decision was influenced by mediators' feedback regarding US proposals, which involved the release of 11 living Israeli hostages and the remains of half of the deceased hostages held by Hamas.
In a sharp rebuke, the White House criticized Hamas for its "entirely impractical" stance in response to Witkoff’s proposal. The plan would have extended the ceasefire into April but deferred discussions on a permanent resolution to the conflict. A joint statement from Witkoff’s office and the US National Security Council on Friday warned, "Hamas is making a very bad bet that time is on its side. It is not." The statement further emphasized that Hamas was fully aware of the impending deadline and should anticipate consequences if it failed to comply.
Hamas, in a statement obtained by the BBC, confirmed that negotiations had reached an impasse. Earlier, Netanyahu’s office had expressed Israel’s acceptance of the US proposal, accusing Hamas of remaining "firm in its refusal and has not budged a millimetre." Israel further charged the group with engaging in "manipulation and psychological warfare," highlighting the deepening mistrust between the two sides.
The ceasefire agreement, initially brokered in January after 15 months of devastating conflict, was structured in three stages. During the first stage, Hamas released 25 living Israeli hostages, the remains of eight others, and five living Thai hostages. In exchange, Israel freed approximately 1,800 Palestinian prisoners. The agreement stipulated that the second stage would involve the release of the remaining living hostages in Gaza in exchange for additional Palestinian prisoners. However, both parties are now locked in a dispute over the number of hostages slated for the next release and the withdrawal of Israeli troops from Gaza—a condition outlined in the original deal that was expected to be underway by now. Israel has resisted this troop withdrawal, while Hamas insists it must occur.
Tensions escalated earlier in March when Israel blocked aid shipments to Gaza and subsequently cut off electricity, actions it claimed were intended to pressure Hamas. Current estimates suggest that Hamas continues to hold as many as 24 living hostages in Gaza, along with the remains of 35 others. As indirect talks persisted into Friday, Hamas issued a statement expressing its readiness to release the last known living Israeli-American hostage, 21-year-old Edan Alexander. Alexander, who was serving as an Israeli soldier near Gaza when he was captured, was expected to be among the final hostages released under the terms of the original ceasefire deal. The group also offered to surrender the remains of four other dual nationals captured during the October 7, 2023 attacks, though it provided no further details or specific demands in return.
Witkoff swiftly dismissed Hamas’s offer, accusing the group of projecting a façade of flexibility in public while maintaining an uncompromising stance behind closed doors. The October 7 attacks, orchestrated by Hamas, resulted in the deaths of over 1,200 people in southern Israel, predominantly civilians, and saw 251 individuals taken hostage. This assault prompted a relentless Israeli military offensive that has since claimed the lives of more than 48,520 people—mostly civilians—according to figures from the Hamas-run health ministry, which are widely cited by the United Nations and other organizations.
The human toll of the conflict has been staggering. Most of Gaza’s 2.1 million residents have been displaced multiple times, forced to flee their homes amid relentless bombardment and ground operations. An estimated 70% of buildings in Gaza have been damaged or destroyed, leaving the territory’s infrastructure in ruins. Healthcare, water, and sanitation systems have collapsed under the strain, exacerbating an already dire humanitarian crisis. Shortages of food, fuel, medicine, and shelter have become pervasive, leaving the population increasingly vulnerable as winter approaches.
The failure of these latest talks underscores the fragility of the ceasefire and the deep-seated animosity between Israel and Hamas. Both sides appear entrenched in their positions, unwilling to compromise on issues they deem non-negotiable. For Israel, the return of all hostages remains a top priority, while Hamas continues to demand a full Israeli withdrawal from Gaza as a prerequisite for further concessions. The US, despite its efforts to mediate, has been unable to bridge the gap, with its envoy’s proposal faltering in the face of Hamas’s rejection.
The breakdown in negotiations has heightened fears of a return to full-scale conflict. The initial ceasefire, while imperfect, had offered a brief respite from the violence that has plagued the region for over a year. Its collapse now threatens to unravel what little progress has been made, potentially plunging Gaza and southern Israel back into chaos.
