IPEF Supply Chain Agreement Set to Roll Out in South Korea on April 17

An accord concerning supply chains, established within the US-led Indo-Pacific Economic Framework for Prosperity (IPEF), is poised to come into force in South Korea on April 17th. This agreement, aimed at enhancing supply chain resilience, is anticipated to mitigate risks associated with securing critical materials. 
On Friday (April 12), South Korea's Ministry of Foreign Affairs declared that the Indo-Pacific Economic Framework (IPEF) agreement, specifically addressing supply chain resilience, will be officially activated from April 17th onwards. This deal, spearheaded by the United States, enables member nations to request and offer collective assistance through a crisis response network in the event of a supply chain crisis.
South Korea joins the ranks as the sixth country to ratify this agreement, following the lead of the United States, Japan, Singapore, Fiji, and India. The move is seen as a strategic effort by South Korea to better navigate and counteract supply chain risks exacerbated by trade restrictions, particularly those imposed by China. The year 2021 witnessed significant disruptions in South Korea's logistics networks when China abruptly halted urea solutions exports, a crucial material utilized in diesel vehicles as a Selective Catalytic Reduction (SCR) agent, predominantly in cargo trucks, to reduce emissions. The abrupt shortage of UA solution led to severe disruptions across commercial transport and industries in South Korea, prompting extraordinary measures such as dispatching a military oil tanker to Australia to airlift thousands of liters of UA solution.
In response to these challenges, the South Korean government initiated a comprehensive project focused on securing raw materials and diversifying supply chains for 16 critical items, including graphite, magnesium, and urea solutions, for which the country had developed a heavy reliance on China. Data from imports between January and October of the previous year underscored this dependence, revealing staggering figures such as 99.4% reliance on China for magnesium, 97.7% for natural graphite, and 90.3% for urea solutions.
The South Korean government officials assert that implementing the new IPEF supply chain agreement will significantly enhance the nation's capability to address supply chain threats. However, amidst these efforts to fortify supply chain resilience, concerns exist regarding potential diplomatic repercussions, particularly in South Korea's relations with China. Some analysts caution that South Korea's alignment with the US-led agreement might provoke China, given the ongoing geopolitical tensions and competition for influence in the Indo-Pacific region.
This move comes amid broader global efforts to reassess and fortify supply chains after the COVID-19 pandemic, which laid bare vulnerabilities and dependencies inherent in existing global supply networks. The pandemic-induced disruptions, geopolitical tensions, and trade disputes have underscored the critical need for nations to bolster their resilience against supply chain shocks.
The activation of the agreement in South Korea signifies a concerted effort by the nation to proactively address vulnerabilities and enhance its capacity to navigate future supply chain disruptions. By diversifying sourcing strategies, fostering collaboration among member nations, and leveraging collective crisis response mechanisms, South Korea aims to safeguard its economic interests and ensure the continuity of essential supply chains.
However, the geopolitical implications of this move must be considered. With tensions between the United States and China continuing to simmer, South Korea's alignment with the US-led agreement carries diplomatic ramifications. The delicate balancing act between strengthening supply chain resilience and managing diplomatic relations underscores the complexities of navigating the contemporary geopolitical landscape.
