U.S. Slaps Sanctions on Russian Entities and Individual in Response to Alleged Arms Transfers with North Korea

 On January 11, the United States announced sanctions on three Russian entities and one individual, citing their involvement in the transfer and testing of North Korean ballistic missiles allegedly intended for use against Ukraine. Secretary of State Antony Blinken made the announcement on Thursday, highlighting the seriousness of the situation and emphasizing the need to address the global implications of such actions.
According to the State Department, the sanctions were imposed on the Ashuluk Firing Range, 224th Flight Unit State Airlines, and the Vladimirovka Advanced Weapons and Research Complex. The designated individual is Vladimir Vladimirovich Mikheychik, the general director of 224th Flight Unit State Airlines. These entities and the individual are accused of complicity in the transfer and testing of DPRK-origin ballistic missiles by Russia since late November 2023. All targets are being designated pursuant to Executive Order (E.O.) 14024, which authorizes sanctions with respect to specified harmful foreign activities of the Russian government.
The White House asserted that North Korea had supplied Russia with several dozen ballistic missiles, some of which were reportedly used in attacks against Ukrainian targets on December 30, January 2, and the following Saturday. The State Department underlined the gravity of the situation, stating, "The DPRK's transfer of ballistic missiles to Russia supports Russia's war of aggression, increases the suffering of the Ukrainian people, and undermines the global nonproliferation regime."
In a bid to provide more clarity on the matter, the White House disclosed that the sanctioned entities have distinct roles in the alleged arms transfers. The Ashuluk Firing Range, known for its missile testing capabilities, is said to have played a crucial role in the development and evaluation of the transferred ballistic missiles. 224th Flight Unit State Airlines, a state-owned enterprise separated from Russia's Air Force, has been implicated in the transportation of these missiles. Lastly, the Vladimirovka Advanced Weapons and Research Complex is a military facility responsible for the testing of these missiles.
