U.S. Initiates Multilateral Defense Industry Partnership in Indo-Pacific to Strengthen Supply Chains

In a substantial step focused on enhancing regional security, the United States is set to embark on an initiative to forge a new multilateral defense industry arrangement in the Indo-Pacific. The recently unveiled National Defense Industrial Strategy document from the Pentagon outlines a comprehensive approach to address potential conflicts in the region. This strategic move follows the success of American-led efforts to supply arms to Ukraine in the aftermath of Russia's invasion in 2022.
Kathleen Hicks, Deputy Secretary of Defense, emphasized the urgency of addressing challenges posed by evolving geopolitical dynamics. "We now have an opportunity to address those challenges, including increasing our production capacity and strengthening our supply chains," she stated, underscoring the imperative for proactive measures outlined in the strategy.
The document highlights the transformation of global defense dynamics since the end of the Cold War, emphasizing the consolidation of U.S. defense production capacity and the subsequent migration of supply chains overseas. In this period, China has emerged as a dominant force, significantly expanding its domestic capacity across key industrial sectors, surpassing the combined output of key European and Asian allies.
To better position itself for potential crises, particularly in relation to China, the U.S. envisions establishing a consultation group with allies and partners in the Indo-Pacific. This collaborative effort aims to deepen defense industry cooperation and address manufacturing production challenges collectively.
The proposed initiative draws inspiration from the successful model employed during the Ukraine crisis. Under the leadership of U.S. Defense Secretary Lloyd Austin, the Ukraine Contact Group facilitated coordination among over 50 nations to streamline weapons deliveries and overcome common production challenges. The strategy emphasizes the need to proactively invest in such relationships before emergency circumstances arise.
In contrast to the Indo-Pacific, the document acknowledges NATO's longstanding recognition of the importance of a robust defense industry across the alliance. The absence of an Asian equivalent to NATO, however, presents unique challenges for Washington in fostering multilateral defense industry cooperation in the Indo-Pacific.
One key focus of the strategy is to enhance the resiliency of supply chain networks. The document underscores the necessity of reducing reliance on adversaries and politically unstable nations for critical minerals and strategic materials. This resilience is crucial to ensuring the uninterrupted production of weapons systems and ammunition during times of crisis.
Expressing deep concern over China's dominance in critical markets, the Pentagon warned against the People's Republic of China's ability to control commodity pricing and access to strategically vital materials. To counter this, the strategy advocates for the advancement of "friendshoring" – the establishment of reliable manufacturing networks with political and economic allies.
The identified partners for such alliances include Australia, India, Japan, South Korea, Taiwan, the U.K., Canada, the European Union, Israel, and Mexico. The strategy underscores the importance of Security of Supply Arrangements (SOSAs), which enable the U.S. and its partners to request priority delivery of critical components from their respective industrial bases. This proactive measure is designed to ensure the sustained production of defense systems during emergencies.
Highlighting the intent to establish a more resilient defense supply chain in the Indo-Pacific, the Pentagon concluded SOSAs with Singapore and South Korea in 2023. These agreements demonstrate a commitment to fortifying the region's security infrastructure through collaborative efforts with key partners.
