US DFC to Invest $553 Million in Adani's Colombo Port

To bolster Sri Lanka's infrastructure and economic potential, the US International Development Finance Corporation (DFC) has declared its dedication of $553 million to aid in advancing the Adani Group's deepwater container terminal project at the Port of Colombo. This substantial investment represents an effort to strengthen Sri Lanka's strategic position and boost regional economic integration, including with India while counterbalancing China's influence in the Indian Ocean Region (IOR).

The Port of Colombo's West Container Terminal project is a collaborative effort involving Adani Ports and SEZ, John Keells Holdings (JKH), and the Sri Lanka Ports Authority. The DFC's commitment reflects its dedication to funding high-quality infrastructure that aligns with the development needs of its partners, invests in local communities, and respects local financial conditions. In a statement, the DFC emphasized its commitment to Sri Lanka's economic growth, highlighting its regional economic integration ambitions, particularly in partnership with India.

The development of the Colombo South Container Terminal, led by China Merchants Holdings (International) Co (CMHI) and the Sri Lanka Ports Authority, marks the beginning of a new expansion in the Port of Colombo. DFC's Chief Executive Officer (CEO), Scott Nathan, traveled to Sri Lanka to announce the $553 million financing for the Colombo West International Terminal, reinforcing the United States' dedication to strengthening economic ties in the region.


DFC's mission, as articulated by CEO Scott Nathan, revolves around driving private-sector investments that advance development and economic growth while reinforcing the strategic positions of their partners. The investment in the Port of Colombo aligns with this mission by expanding shipping capacity, promoting prosperity for Sri Lanka, and simultaneously strengthening the positions of regional allies.

Sri Lanka, located at a pivotal crossroads of international trade, plays a critical role as one of the world's key transit hubs, with nearly half of all container ships passing through its waters. DFC's $553 million commitment to the West Container Terminal aims to meet the growing demand, without adding to Sri Lanka's sovereign debt burden. The strategic importance of this investment extends beyond Sri Lanka, as it supports the broader goals of the United States in the Indo-Pacific region.

US Ambassador to Sri Lanka, Julie Chung, underscored the significance of DFC's investment in the long-term development of the Port of Colombo's West Container Terminal. She highlighted how the financing will facilitate private-sector-led growth in Sri Lanka and attract crucial foreign exchange inflows during the country's ongoing economic recovery. Chung emphasized the United States' unwavering commitment to Sri Lanka's development and the well-being of its people.

DFC's approach to this investment serves as a model for future projects, promoting those that are strategic, economically sound, and led by the private sector. By partnering with local sponsors, John Keells Holdings and Adani Ports & Special Economic Zones Ltd (APSEZ), DFC aims to create local job opportunities and ensure the project's long-term success in the Indo-Pacific region.

The Port of Colombo, as the largest and busiest transshipment port in the Indian Ocean, has been operating at over 90 percent capacity since 2021, underscoring the necessity for additional capacity. The new terminal will cater to the growing economies in the Bay of Bengal, capitalizing on Sri Lanka's prime location on major shipping routes and its proximity to these expanding markets.

The Colombo West International Terminal (CWIT) project will include the development of 1,400 meters of vessel berths capable of handling vessels ranging from 500 to 24,000 TEU (twenty-foot equivalent units) or 6,500 to 2,800,000 deadweight tons. Additionally, the project will feature a 64.1-hectare Container Stack Yard equipped with cantilever rail-mounted gantry cranes parallel to the quay length. This significant expansion is poised to elevate Sri Lanka's status as a critical player in global trade and contribute to the economic prosperity of the Indo-Pacific region.
