India's IT Industry Sees Historic Workforce Contraction in 2023, Posing Challenges and Opportunities

 In a monumental shift, India's renowned $245 billion IT industry is experiencing a significant transformation in its employment landscape, marking the year 2023 as a pivotal moment in its history. For the first time in 25 years, the country's top ten IT companies, collectively employing over 2 million professionals, are set to conclude the current fiscal year with fewer employees than they initially had.
A comprehensive analysis by Mint, a leading Indian financial news publication, reveals that the ten largest IT services companies, which also serve as the sector's primary employers, reported a substantial reduction in their workforce during the first half of the current financial year. Notable examples include Infosys, which witnessed a decrease of 14,470 employees, Wipro with a reduction of 13,863, Cognizant down by 9,700, and TCS with a decrease of 5,810 employees.
This trend of diminishing employment is not an isolated occurrence tied to a single negative quarter. Since the hiring spree fueled by a surge in IT spending in 2020-21 driven by the COVID-19 pandemic, these industry giants have been consistently reporting diminishing headcounts. Recruitment delays have become commonplace, in some instances extending over a year.
For the past 25 years, revenue growth in the IT sector had traditionally been synonymous with an increase in profits and headcount. However, this correlation now appears to be disrupted, possibly permanently.
Several factors contribute to this shift. Firstly, the growth of the IT industry has been slowing down, primarily due to global factors. With more than two-thirds of India's IT revenue originating from clients in developed markets like the United States and the European Union, the deceleration in their growth, coupled with geopolitical tensions in regions such as Ukraine and the Middle East, has had a considerable impact on IT spending.
Furthermore, advancements in artificial intelligence (AI), machine learning, and automation have led to a decreased demand for human skills. Many routine and advanced tasks that were previously handled by human workers are now automated, reducing the need for human resources.
These developments have led to reduced growth prospects for India's IT services exporters. According to the credit ratings agency Icra Ltd., the sector is projected to achieve a modest 3-5% growth in the fiscal year 2023-24, down from the impressive 9.2% growth witnessed in the previous fiscal year.
Notably, key sectors of Indian IT, such as banking, financial services, insurance, retail, and telecom, are expected to be particularly affected by spending cuts, ultimately squeezing profit margins. When profit margins shrink, one of the first areas targeted for cost-cutting is staff expenses, which constitute approximately 70% of the total expenses for major IT companies.
This situation presents a conundrum for the IT industry. While thinner profit margins put pressure on payrolls, the demand for specialized skills inflates costs due to the need to offer premium salaries for specialized roles. As reported by Mint, staff costs have reached a six-year high for the top three IT majors, namely TCS, HCL Tech, and Infosys, with these expenses accounting for over half of their revenue.
These developments have led to above-average reductions in campus hires and delayed onboarding of recent graduates. This has far-reaching implications for various stakeholders in the IT ecosystem, including the education sector. Data from the All India Council for Technical Education (AICTE) indicates that about 44% of available engineering seats remained vacant in the previous academic year. This year, that figure has reportedly risen to 54%. The lack of campus placements, delayed onboarding, and stagnant starting salaries, which have remained unchanged for a decade, have contributed to a steady decline in enrollments in engineering courses.
Apart from the top-tier Indian Institutes of Technology (IITs) and National Institutes of Technology (NITs), many other institutions largely produce engineering graduates who are not immediately employable, exacerbating the skills gap. Historically, the IT industry has bridged this gap by hiring and training freshers at its own expense. However, the challenge of producing graduates with industry-relevant skills has become increasingly daunting.
To address this issue, educational institutions must undergo a comprehensive overhaul of their curriculum, infrastructure, and faculty, with a focus on modern-day, industry-relevant competencies. However, implementing these changes on a large scale has become a considerable challenge.
This shift in the IT industry's hiring landscape also has implications for cities traditionally known as IT hubs, including Bengaluru, Hyderabad, Pune, and Gurugram. These cities, which have historically benefited from the IT boom, now face the responsibility of proactively developing their infrastructure to adapt to changing economic dynamics.
Moreover, the broader Indian economy is at risk. The nation's over 5 million tech professionals have long formed the backbone of the prosperous middle class, contributing to various sectors from real estate to automobiles. Any constraint on this segment poses a threat to India's overarching growth narrative. The challenges faced by the IT industry present both obstacles and opportunities, requiring innovative solutions and a collective effort from all stakeholders to adapt to the evolving landscape.
