Lockheed Martin's Transport Layer Satellites Launched as Part of the SDA's Tranche 0 Mission

Ten satellites manufactured by Lockheed Martin have been effectively placed into low-Earth orbit (LEO) to back the Space Development Agency's (SDA) Tranche 0 Transport Layer (T0TL) mission. The T0TL constellation contributes to the SDA's Proliferated Warfighter Space Architecture initiative, designed as a distributed LEO constellation showcasing rapid communication with minimal delay and establishing a robust network of integrated capabilities.


The small satellites were launched aboard a SpaceX Falcon 9 rocket departing from Vandenberg Space Force Base in California at 7:26 a.m. PDT today. Shortly after liftoff, SDA confirmed the successful separation of all 10 satellites built by Lockheed Martin from the launch vehicle.


Joe Rickers, Lockheed Martin's vice president for Protected Communications, expressed pride in Lockheed Martin's involvement in SDA's mission to promptly bring to life a set of integrated space capabilities driven by security concerns. He also anticipates contributing further expertise to enhance deterrence and deliver advanced military capabilities in space.


Each satellite is equipped with a Terran Orbital bus and payload processors, featuring Lockheed Martin's SmartSat™ software platform. This platform simplifies adding and modifying missions in orbit through straightforward app uploads. Additionally, the satellites host Link 16 radios, establishing a space-based extension of a terrestrial-proven network. The Link-16 technology will facilitate sensor-to-shooter targeting by connecting various systems, including fighter aircraft and Integrated Air and Missile Defense (IAMD) networks.


Lockheed Martin is presently in the process of constructing 42 satellites for SDA's Tranche 1 Transport Layer (T1TL) and recently secured a contract to manufacture 36 of SDA's 72 Beta variant satellites for its Tranche 2 Transport Layer (T2TL) constellation. The assembly, integration, and testing of these T1TL and T2TL Beta satellites will take place in Lockheed Martin's new small satellite (smallsat) processing facility, tailored for the efficient delivery of complete satellites. 


About Space Development Agency's (SDA) Tranche 0 Transport Layer (T0TL) mission


The Space Development Agency (SDA) has embarked on an ambitious mission, known as the Tranche 0 Transport Layer (T0TL), which seeks to usher in a new era of space-based connectivity and data reliability. This visionary endeavor aims to demonstrate the viability of a proliferated low-Earth orbit (LEO) constellation, promising assured, resilient, and low-latency military data and connectivity on a global scale.


The T0TL mission envisions a constellation comprising 20 satellites in various LEO orbits, spanning altitudes ranging from 750km to 1200km. This strategic placement ensures that 95% of the Earth's surface will have at least two satellites in view at all times, delivering continuous worldwide coverage.

The mission unfolds in two distinctive phases:


Phase 1: Demonstrating Cutting-Edge Capabilities 


The inaugural phase, presently underway, revolves around launching and commissioning the initial set of 10 satellites. These pioneering satellites are tasked with showcasing several groundbreaking capabilities, including:


  • Optical Intersatellite Links (ISLs): These advanced links facilitate high-speed data transfers between satellites, enabling seamless communication within the constellation.
  • Resilience to Adversarial Measures: The satellites are designed to withstand enemy jamming and interference, ensuring uninterrupted military communications.
  • Dynamic Networking: The ability to dynamically network the satellites to create a unified, seamless communication system, reinforcing its adaptability.



Phase 2: Integration and Expansion 


The mission's second phase, scheduled to commence in 2024, will see the launch of an additional 10 satellites. These satellites will not only further demonstrate the prowess of the T0TL constellation but also begin integration with other SDA constellations, such as the Tracking Layer.


The significance of the T0TL mission extends beyond its technological feats; it represents a critical step in the SDA's overarching plan to forge a resilient and robust space-based network capable of meeting the evolving demands of 21st-century warfare. Anticipated to achieve full operational status by 2027, the constellation promises several key advantages:


  • Low Latency: LEO orbits translate to significantly lower latency compared to traditional geosynchronous satellites. This low latency is paramount for applications like command and control, sensor-to-shooter communications, and real-time data streaming.
  • Resiliency: The constellation's sheer number of satellites and utilization of optical ISLs render it highly resilient to enemy efforts to disrupt its functionality.
  • Scalability: Designed with scalability in mind, the constellation can readily expand to accommodate future requirements, ensuring it remains adaptable to the ever-evolving landscape of space-based communications.

The SDA's T0TL mission marks a monumental milestone in the development of a transformative space-based infrastructure. This constellation is poised to play a pivotal role in the realization of the Joint All Domain Command and Control (JADC2) initiative, an endeavor designed to seamlessly integrate the Department of Defense's sensors, networks, and platforms into a unified system, bolstering the capabilities of the modern warfighter.
