The relationship between India and Canada has taken a concerning turn as accusations of Indian government involvement in the assassination of Sikh separatist leader Hardeep Singh Nijjar in June 2023 have ignited a fresh wave of discord. Canadian Prime Minister Justin Trudeau's assertion of "credible allegations" linking Indian government agents to the murder has thrown the spotlight on the longstanding Khalistan movement, leaving many to wonder about the root causes of this rift and its implications for both nations.

Unpacking the Khalistan Movement

At its core, the Khalistan movement seeks to establish an independent Sikh state separate from India. Its origins can be traced back to the tumultuous period surrounding India and Pakistan's independence in 1947 when discussions about partitioning the Punjab region gave rise to this vision. Sikhism originated in Punjab in the late 15th century and boasts approximately 25 million adherents worldwide. Despite being a majority in Punjab, Sikhs constitute only 2% of India's vast population of 1.4 billion. The proponents of Khalistan, which means "the land of the pure," demand the creation of this homeland within Punjab.
The movement has resurfaced repeatedly, with its most significant resurgence occurring during the violent insurgency of the 1970s and 1980s. This insurgency paralyzed Punjab for over a decade, with dire consequences.

India's Response and Historical Context

The Indian government views the Khalistan movement as a significant security threat. The most tragic episode in the ongoing conflict between the government and Sikh separatists transpired in 1984 when then-Prime Minister Indira Gandhi ordered the military to remove armed separatist leader Sant Jarnail Singh Bhindranwale and his followers from the Golden Temple, the holiest shrine for Sikhs. This operation incited the wrath of Sikhs worldwide, and a few months later, Indira Gandhi was assassinated by her Sikh bodyguards in New Delhi. In subsequent years, the Indian army launched operations in 1986 and 1988 to eradicate Sikh militants from Punjab.
Sikh militants were also held responsible for the 1985 bombing of an Air India Boeing 747 en route from Canada to India, resulting in the loss of all 329 lives on board. This insurgency left tens of thousands dead, and Punjab still bears the scars of that dark period. Although the Khalistan movement has dwindled in support within India, it has found pockets of backing among sections of the Sikh diaspora, notably in Canada, which has the world's largest Sikh population outside Punjab, as well as in Britain, Australia, and the United States.

India's Current Concerns

In April of this year, India arrested Amritpal Singh, a self-proclaimed preacher and Sikh separatist, for allegedly rekindling calls for Khalistan. This arrest raised fears of renewed violence in Punjab. Additionally, India has expressed dissatisfaction with Canada for permitting a parade float that depicted the assassination of Indira Gandhi, which India perceived as glorifying Sikh separatist violence. Indian authorities have also grown increasingly concerned about frequent demonstrations and acts of vandalism carried out by Sikh separatists and their supporters at Indian diplomatic missions in Canada, Britain, the United States, and Australia. India has called upon local governments to provide better security in response to these incidents.

The Impact on Indian-Canadian Relations

Indian diplomats stationed in Canada have consistently voiced concerns over Ottawa's perceived failure to address "Sikh extremism" and the ongoing harassment of Indian diplomats and officials by Khalistani supporters, marking a major foreign policy strain between the two nations. During a G20 summit in New Delhi earlier this month, Indian Prime Minister Narendra Modi raised strong objections to Sikh protests in Canada with Prime Minister Trudeau.
Consequently, Canada has halted negotiations on a proposed trade treaty with India, while Canadian Trade Minister Mary Ng has postponed a planned trade mission to India.
As the tensions continue to simmer, the India-Canada rift deepens, raising questions about the future of their diplomatic relationship and the potential for further escalations in the Khalistan movement. The world watches closely as these two nations grapple with historical grievances and contemporary challenges.
