China Relaxes Capital Controls for Foreigners in Shanghai and Beijing

In a bold move aimed at revitalizing foreign investments and boosting economic growth, China has recently relaxed its stringent capital control measures in two of its most influential cities, Shanghai and Beijing. This significant development comes at a crucial time, as China grapples with a slump in foreign investments amidst a slowing economy. 
The State Council, China's top administrative body, unveiled a comprehensive 24-point plan in August designed to entice foreign companies back to Chinese shores. The plan offers incentives such as improved tax treatment and streamlined visa processes for overseas firms. This marks a pivotal step in President Xi Jinping's efforts to reverse the foreign investment downturn.
Effective September 1, foreign investors in Shanghai's pilot free-trade zone and the Lingang area can now freely transfer their investment-related funds in and out of China, provided the funds are "real and compliant." This liberalization of capital flows is expected to attract businesses back to these key economic zones.
Expatriates working for foreign companies in these regions, including those from Hong Kong, Macau, and Taiwan, have also significantly boosted. They can now move their wages and other lawful incomes out of China in accordance with the law. The new rules explicitly state that there will be no restrictions on currency type, amount, or frequency of remittances imposed by organizations or individuals.
But the financial liberation doesn't end in Shanghai. Beijing has also proposed similar regulations for the city, with draft rules published for public feedback. Additionally, the capital city is contemplating exempting overseas firms from foreign exchange registration for their reinvestments, signaling China's strong commitment to facilitating and encouraging foreign business investments.
These measures couldn't have come at a better time for Western companies operating in China. A recent survey conducted by the American Chamber of Commerce in Shanghai revealed that these companies are currently facing the most challenging business environment in decades, primarily due to geopolitical tensions. Persistent discord with Western countries and China's economic deceleration have led to a massive $188 billion capital outflow from Chinese stocks and bonds from December 2021 to June this year, significantly impacting China's global financial influence.
Neo Wang, Managing Director for China Research at Evercore ISI in New York, noted, "Faced with the general trend of foreign investors diversifying away from China, Beijing has every reason to slow down this pace as best as it can, especially given the current challenging economic situations. These look like coordinated moves addressing an important topic that was omitted from the 24-point August guidance."
However, beneath these developments lies China's substantial flight of capital, which has been the most significant in years, raising concerns among authorities as it exerts pressure on the struggling yuan. The Chinese currency has been under siege on multiple fronts, with money exiting its financial markets, global firms exploring alternatives to China, and a resurgence in overseas travel affecting services trade.
Official data reveals that China experienced an outflow of $49 billion in the capital account last month, the largest since December 2015. This mass exodus has been fueled by China's slowing economic growth and an increasing interest-rate gap with the United States, which has caused the yuan to plunge to a 16-year low. The risk looms that intensified capital outflows could further weaken the currency, diminishing its appeal and potentially triggering more capital flight, ultimately destabilizing financial markets.
Given these challenges, China's decision to ease capital controls in its key cities reflects a strategic attempt to lure foreign investments back into its economy. While uncertainties persist, the nation is resolute in its pursuit of economic stability and rejuvenation in an ever-evolving global financial landscape.
