US Secures Deal on Philippines Bases to Counter China

On February 2 (Thursday), the United States and the Philippines publicly announced to increase in the American military presence in the Southeast Asian nation. Under the terms of the deal, US forces will be granted access to four additional military camps, providing Washington with the new ground to ramp up deterrence against China.

The partnership between the long-standing allies was announced during the visit of US Secretary of Defense Lloyd Austin. Austin has spearheaded efforts to reinforce America's security alliances in Asia due to China's growing assertiveness towards Taiwan and territorial disputes in the South China Sea.

According to both countries, a "substantial" amount of progress has been made in the projects being carried out at the five Philippine military bases to which US military personnel were initially granted access by Filipino officials. Construction of American facilities at those locations has been going on for years, but various unspecified local issues have slowed progress.

Austin expressed gratitude to President Ferdinand Marcos Jr., whom he had only a fleeting encounter with in Manila, for granting the US military permission to expand its presence in the Philippines, Washington's oldest treaty ally* in Asia.

For a long time, various American presidentships have aimed to adjust US foreign policy to account for China's growing presence as a formidable military and economic rival. The announcement made on Thursday comes amid escalating tensions between China and Taiwan. China asserts sovereignty over the self-governed island and has sent military aircraft, including warships, bombers, and fighter jets, into Taiwan's airspaces daily, raising concerns about a possible military conflict or blockade.

China, the Philippines, Vietnam, Malaysia, Brunei, and Taiwan are involved in growing territorial disputes over the South China Sea, which is resource-rich and busy. The US does not have claims in these strategic waters but has carried out patrols using its warships, fighter jets, and surveillance aircraft. Washington states that these patrols promote freedom of navigation and adherence to the law, but they have provoked Beijing.

NOTE: The country formerly served as home to two of the United States Navy and Air Force's largest bases outside the continental US. As a result of the Philippine Senate's decision not to approve an extension, the bases were closed in the early 1990s. However, American forces eventually returned to conduct large-scale combat exercises with Filipino troops.

The Constitution of the Philippines forbids the stationing of foreign troops in the Philippines in a permanent capacity and their participation in local hostilities. However, the Enhanced Defense Cooperation Agreement between the two countries enables visiting American forces to remain indefinitely in rotating batches in barracks and other buildings constructed by the US within designated Philippine camps with their defense equipment, except nuclear weapons.

Last November, officials from the Philippine military and defense department stated that the US had requested access to five additional local military camps, most of which are located in the northern region of the island of Luzon.

Two of the additional camps to which the US desired access are located in the province of Cagayan in the Philippines, close to the northern tip of the island of Luzon. The sea border separates these camps from Taiwan, the Taiwan Strait, and southern China. Other camps that would host American forces are located along the country's western coast, including in the provinces of Palawan and Zambales, which face the contested South China Sea.  

* The Mutual Defense Treaty between the Republic of the Philippines and the United States of America is a treaty signed on August 30, 1951, in Washington, D.C., between representatives of the Philippines and the United States. The overall accord contains eight articles and dictates that both nations support each other if an external party attacks the Philippines or the United States.
