China's Xinjiang is Subject to Stringent COVID Restrictions

Sprawling Xinjiang is the most recent Chinese territory to be slapped with extensive COVID-19 travel restrictions as China continues to tighten control measures in advance of a crucial Communist Party meeting later this month.

According to reports released on Thursday; trains, and buses entering and exiting a region with a population of 22 million people have been suspended, and the number of passengers on flights has been reduced to 75% of capacity. As is frequently the case with China's draconian "Zero-COVID" policy, the measures appeared disproportionate to the number of detected incidents.

On Wednesday, the National Health Commission (中华人民共和国国家卫生健康委员会) reported 93 cases of COVID in Xinjiang; on Thursday, 97 cases, all of which were asymptomatic, were reported. On Tuesday, the leaders of Xinjiang acknowledged that there were problems with the detection and control procedures, but they did not disclose when they planned to ease the restrictions.

Local officials are doing everything they can to avoid being blamed for new outbreaks in their regions, and Xinjiang in particular has come under a lot of scrutinies because of the government's establishment of a series of prison-like re-education centers there. It is alleged that Muslim minorities have been taught to renounce their religion in these centers, and they have also allegedly been subjected to a range of human rights abuses.

The extensive surveillance system in Xinjiang, which relies on pervasive checkpoints, facial and even voice recognition software, and universal cell phone tracking, has made it extremely easy to regulate transit among people.

The term "Zero-COVID" has been intimately associated with the current head of the Communist Party, Xi Jinping, who is anticipated to be granted a third five-year term in office at the congress that will begin on October 16. This is the case despite criticism from the World Health Organization (WHO) and significant disruptions to China's economy, school system, and everyday life.

Last month, a nighttime bus accident in which 27 people were killed while being forcibly taken to a mass quarantine area in southwestern China sparked a storm of criticism online about the severity of the policy. The victims were being moved to the destination as part of mass quarantine. The survivors claimed they had been forced to leave their apartments even though there had not been a single confirmed disease incidence.

Xi has frequently referred to China's method as evidence of the "substantial advantages" of his country's political system compared to Western liberal democracies, calling it a "great strategic success." Nevertheless, the humanitarian costs of China's pandemic policy have escalated even as other countries have opened their borders.

Earlier this year in Shanghai, desperate citizens complained that they could not obtain medicine or food during the city's two-month lockdown. Some residents died in hospitals due to a shortage of medical attention as the limited city travel. Likewise, residents in the western region of Xinjiang reported going hungry during a forty-day shutdown last week.
