Mali's Military Junta Breaks Defence Accords with France, Europe

Mali's ruling junta has declared that it is terminating defense pacts with France and other European allies that were signed nearly a decade ago to assist the Malian military in ending a jihadist offensive.


In a televised address, Colonel Abdoulaye Maiga, the junta's spokesperson, claimed that Mali had observed: "flagrant violations" of its national sovereignty by French troops. As a result, the Malian authorities stated that they notified France of their intention to terminate the Status of Force Agreements or SOFA. Maiga noted that the decision to revoke SOFA would take effect immediately, while the collaboration agreement with France would expire in six months.



"France considers that this decision is unjustified and contests any violation of the bilateral legal framework," a French foreign ministry spokesman told reporters in Paris after Bamako decided to quit.


Around 4,300 French troops are stationed in the Sahel region, including 2,400 in Mali. Besides Chad, Niger, Burkina Faso, and Mauritania, the so-called Barkhane force is active. Col. Pascal Ianni, a spokesman for the French Armed Forces, stated that France's ultimate goal in the Sahel is to reduce its personnel presence to 2,500-3,000.


For a period, tensions between France and the military government in Mali, which seized power in August 2020, rose for some time. In the landlocked Sahel state, the military took control in response to protests over the government's handling of the war against armed jihadist groups. The military first promised to restore the civilian government. Still, it failed to follow through on a previous agreement with the West African body ECOWAS to hold elections in February, provoking regional sanctions. Since then, France's relationship with Mali has deteriorated as the junta government has rejected international pressure to establish a timeline for a quick restoration to democratic administration.


Paris has also expressed opposition to Bamako's détente with the Kremlin. France and the US have accused mercenaries from the Kremlin-linked security firm Wagner Group of deploying and perpetrating human rights violations in Mali. The junta government insists the Russians are merely military instructors assisting in restoring order.


NOTE: Vast areas of Mali are out of government control due to armed group activity that began in 2012 and expanded to neighboring Burkina Faso and Niger three years later. Thousands of military and civilian deaths occurred throughout the fight, and hundreds of thousands of people were forced to evacuate their homes.
