Iran Confronts Imminent Oil Production Cuts Amid Storage Limits and Infrastructure Constraints

Iranian oil supply is entering a phase of forced adjustment as physical storage capacity nears exhaustion while reservoir management challenges compound the pressure on output, according to analysis by commodity intelligence firm Kpler. With exports effectively halted under a U.S. naval blockade, unused onshore storage is projected to last between 12 and 24 days at current accumulation rates, raising the prospect of accelerated production shut-ins that could reach an additional 1.5 million barrels per day by mid-May. This development builds on prior output reductions and highlights structural vulnerabilities in Iran's upstream sector, where mature fields and damaged processing facilities limit flexibility.
The immediate trigger stems from a sharp decline in loadings following the imposition of the U.S. naval blockade in early April. Iranian crude exports, which averaged about 1.85 million barrels per day in March, have fallen to roughly 567,000 barrels per day in recent weeks. Loadings have plunged by approximately 70 percent since the blockade took effect, with no observed successful evasions of the restrictions around the Strait of Hormuz. A limited number of very large crude carriers remain stranded or available for marginal floating storage, potentially accommodating another 4 million barrels, yet this provides only temporary relief and does not alter the overall timeline toward storage saturation.
As a result, national Iranian oil company inventories are filling rapidly. Estimates of usable onshore storage capacity stand at around 39 million barrels, though operational tank bottoms and flow constraints likely reduce effective working volumes. Refineries in northern Iran, including those in Tehran, Tabriz and Esfahan, may offer some additional buffer, but even accounting for these, the window before forced adjustments begins is narrow. Pre-emptive production cuts appear likely within days, potentially delayed only if near-term diplomatic developments offer prospects for easing the blockade.
This storage-driven crisis overlays existing production losses tied to regional conflict. Output has already fallen by approximately 750,000 barrels per day compared with pre-war levels, largely reflecting lower domestic demand during hostilities. More structurally, Israeli strikes on five phases of the South Pars gas field have curtailed condensate and associated liquids capacity by 100,000 to 120,000 barrels per day for at least the next six months. Because condensate production is tightly coupled to gas processing at South Pars, this shortfall cannot be quickly offset and imposes a medium-term ceiling on Iran's total liquids recovery even if export flows eventually resume.
Reservoir characteristics further constrain how any cuts can be implemented. Iran's production base consists predominantly of giant, mature carbonate reservoirs in formations such as Asmari and Bangestan. These fields exhibit natural decline rates of 4 to 12 percent annually without adequate pressure support, low primary permeability, and heavy reliance on fracture networks for productivity. Gas reinjection, historically around 4.8 billion cubic feet per day, plays a critical role in maintaining reservoir pressure; any interruption accelerates decline and risks lowering ultimate recovery. Average recovery rates already stand at about 25 percent, well below regional peers, reflecting chronic underinvestment amid years of sanctions.
Consequently, uniform across-the-board reductions are not feasible. National Iranian Oil Company prioritizes maintaining output from fields shared with neighboring countries, including Azadegan, Yadavaran, Foroozan and Salman, to avoid permanent migration of reserves across borders. Pressure-sensitive carbonate reservoirs, particularly in the Bangestan group, and assets with active gas injection schemes also receive preference to prevent rapid, difficult-to-reverse damage. This leaves cuts concentrated in more flexible but mature onshore southern fields such as Ahvaz-Asmari, Marun, Gachsaran and Bibi Hakimeh. These assets feed disproportionately into the heavier end of the export slate, meaning shut-ins are likely to affect Iran Heavy blend volumes more acutely than Iran Light.
The geological split influences market implications. Iran Light, typically around 33 degrees API and 1.5 percent sulfur, accounts for roughly 55 percent of historical export volumes and draws from shallower, more productive Asmari formations. Iran Heavy, at 29.5 degrees API and 1.8 percent sulfur, comprises about 40 percent and originates primarily from Bangestan reservoirs. The remaining 5 to 10 percent consists of offshore and niche grades such as Soroosh, Sirri, Lavan and Foroozan. Distinct refinery demand profiles across Asia mean that shifts in the blend composition from selective shut-ins could alter processing economics for buyers even as total volumes decline.
Operational responses to these constraints are expected to elevate costs. Rather than fully idling fields, the company has historically employed rotating shut-ins across wells and facilities to preserve reservoir integrity and retain restart capability. This approach requires ongoing well interventions, pressure management and surface facility adjustments, driving higher operating expenses at a time when oil revenues face diversion toward other priorities. Restarting shut-in wells in mature carbonate reservoirs is technically complex and costly, potentially translating short-term measures into structurally elevated costs and reduced long-term capacity. Financial strain on the national company is already evident, with limited resources available for upstream maintenance.
Neighboring producers have also adjusted output in response to the broader regional conflict that began on Feb. 28. Saudi Arabia, Iraq, Kuwait and the United Arab Emirates are among those that have reduced production. Goldman Sachs estimated that Iran had already curtailed as much as 2.5 million barrels per day of crude output in the period leading into late April. The additional storage-forced cuts now looming would deepen this reduction and further tighten global supply balances, though the precise timing and extent remain tied to the duration of the blockade.
Revenue impacts on Iran are delayed relative to the physical disruptions. Crude cargoes typically require about two months to reach primary destinations in China, the main buyer, often via opaque channels developed to navigate sanctions. Buyers then have an additional two months to settle payments. As a result, the regime is unlikely to experience the full financial effects for three to four months, providing a temporary buffer despite the immediate operational challenges.
The interplay of these factors points to a rapid deepening of cuts if the blockade persists. Storage exhaustion and reservoir limitations together suggest production adjustments will begin imminently and intensify. While the company possesses experience managing output under sanctions, the current convergence of infrastructure damage, export blockage and storage ceilings creates conditions for more pronounced and potentially longer-lasting effects on productive capacity. Uncertainties around diplomatic outcomes add another layer, as any negotiated resolution could alter the trajectory, yet the physical constraints remain binding in the near term.
Broader market dynamics will hinge on how these supply losses distribute across crude grades and the speed with which alternative supplies respond. Asian refiners, accustomed to processing Iranian blends, may face shifts in availability that influence margins and procurement strategies. The situation reflects the fragility of Iran's export-dependent model when confronted by simultaneous logistical, geological and geopolitical pressures. As inventories approach their practical ceiling, the coming weeks are likely to determine the scale and permanence of the production adjustments now unfolding.
