South Korea Grapples with Diminishing Military Pool Amid Plummeting Birth Rates

South Korea's mandatory military service faces a daunting challenge as the nation confronts a dwindling population of conscripts amid the looming threat posed by North Korea. With a mandatory service term of 18 months for men and opportunities for women to volunteer as officers or non-commissioned officers, the country's armed forces are encountering a significant drop in available recruits due to a persistently low birth rate. The concern has escalated as last year marked the first instance of military personnel falling below the 500,000 mark.
Statistical data from Statistics Korea revealed a distressing reality, with the total fertility rate plummeting to an all-time low of 0.78 last year, significantly contrasting North Korea's more robust figure of 1.8 as reported by the U.N. Population Fund for 2023.
This decline in birth rates has not only raised worries about the sustainability of recruitment but also sparked discussions on how this could impact South Korea's defensive stance against North Korea, which currently maintains a force of over 1.2 million active soldiers.
Experts, such as Cho Kwang-ho from the Korea Institute for Defense Analyses, foresee a consistent drop in military personnel, estimating an average count of 470,000 over the next decade if the current system remains unchanged.
The response from the military has been proactive, emphasizing technological advancements and reconfiguring combat strategies. The Army, as the largest branch, has been actively exploring avenues to bolster its capabilities. Initiatives include integrating cutting-edge technology into combat systems and restructuring the ratio of non-combat positions.
General Park An-soo, the Army Chief, stressed the significance of focusing on the human element within the military while addressing the challenges posed by declining recruitment. The establishment of the TIGER Demonstration Brigade, equipped with state-of-the-art weaponry, AI-driven drones, and advanced combat gear, highlights this shift toward a tech-oriented combat force.
Strategic adjustments within the armed forces have been observed as well, with divisions reallocating resources and disbanding recruit training units along the western front to manage the diminishing pool of potential conscripts.
As the projection for military manpower continues to trend downward, debates have emerged regarding the conscription of women. However, the defense ministry has dismissed this possibility, instead emphasizing increasing the recruitment of women within the military as a viable alternative.
Efforts to bolster the representation of female soldiers have seen progress, with their ratio rising steadily from 6.2 percent in 2018 to 9 percent last year. The military aims to further increase this proportion to 15.3 percent by 2027. Initiatives such as studies focusing on augmenting female volunteer recruitment are underway to address the deficit in available male recruits.
The looming shortage has prompted discussions regarding the supplementary military system, which traditionally provides exemptions from conscription for elite athletes and classical musicians. This system, introduced in 1973 to boost national prestige, offers a shortened military training period of three weeks followed by professional engagements for 34 months, alongside volunteer work obligations.
However, discussions have surfaced regarding the eligibility criteria, with notable exceptions like members of the popular K-pop group BTS, who are set to serve in the military despite their global recognition.
MMA Commissioner Lee Ki-sik highlighted the need for a comprehensive evaluation of the supplementary military service system during a parliamentary audit in October, aiming to align its operation with its original purpose.
